Chimney trouble such as this one is often identified as originating at the roof when in fact it's in the basement.

A high efficiency furnace was installed which is properly vented through an exterior sidewall instead of the chimney. This left only the water heater venting into the chimney. The result was condensation forming in the flue and basically soaking the chimney as well as the adjoining walls inside.
